toto21 reserves the right to request identity verification documents at any time, including but not limited to: a valid government-issued photo ID (CNIC or passport), proof of address, and proof of payment method ownership. Failure to provide requested documents within a reasonable timeframe may result in account restrictions or suspension.
Know Your Customer (KYC) Verification: All toto21 accounts are subject to KYC verification before withdrawal functionality is activated. KYC requires submission of a valid CNIC (front and back) or passport, along with a recent selfie photograph. KYC verification typically completes within 24–48 hours of document submission. toto21 may request additional documentation at its discretion.
One Account Policy: Each player is permitted to hold exactly one toto21 account. The creation of multiple accounts by the same individual, whether using the same or different personal details, payment methods, or devices, is strictly prohibited. Where multiple accounts are identified, toto21 reserves the right to close all but one account, void any bets placed across duplicate accounts, and permanently ban the player from the platform.
Account Credentials: You are solely responsible for maintaining the confidentiality and security of your toto21 login credentials, including your email address and password. toto21 will never request your password through any communication channel, including email, live chat, or telephone. Providing materially false information may result in account suspension.
Account Dormancy: toto21 accounts that remain inactive (no login, no deposits, no bets placed) for an extended period may be classified as dormant in accordance with toto21's dormancy policy. Players will be notified before any dormancy charges are applied. Player funds are never forfeited solely due to inactivity — a dormant account's balance remains accessible upon reactivation.
Currency: All toto21 accounts operate exclusively in Pakistani Rupees (PKR). Deposits, bets, winnings, bonus amounts, and withdrawals are all denominated and processed in PKR. toto21 does not perform currency conversions on player balances at any stage of the transaction process.
Accepted Payment Methods: toto21 currently accepts the following payment methods for deposits and withdrawals by Pakistani players:
Deposit Requirements: Minimum deposit amounts and any applicable processing fees are displayed at the time of deposit. All deposits must originate from a payment method registered in your own name — third-party deposits are not permitted. toto21 reserves the right to return deposits received from unverified or third-party payment sources.
Withdrawal Requirements: Withdrawals may only be made to payment methods previously used for deposits on your toto21 account (the "source of funds" principle). Before your first withdrawal is processed, KYC verification must be completed in full. toto21 reserves the right to conduct additional verification checks on withdrawal requests above certain thresholds in accordance with our anti-money laundering obligations.
Withdrawal Processing: Withdrawal requests are reviewed by toto21's payments team. JazzCash and EasyPaisa withdrawals are typically processed within 1–4 hours of approval. Bank transfer withdrawals typically complete within 1–2 business days. Processing times may extend during peak periods or where additional verification is required.
Anti-Money Laundering: toto21 is obligated under its international gaming licence to implement and enforce anti-money laundering (AML) procedures. toto21 may request documentation evidencing the source of deposited funds where required by these procedures. Suspected money laundering activity will be reported to relevant authorities as required by applicable law.
General Betting Rules: All bets placed on toto21 are subject to the specific rules applicable to the product or game type in question. Sport-specific betting rules, live casino table rules, slot game rules, and crash game mechanics are published within each respective product area on the toto21 platform. By placing a bet, you confirm that you have read and understood the applicable rules for that product.
Bet Acceptance: toto21 reserves the right to refuse, void, or limit any bet at its discretion, including where: (a) the bet is placed after the relevant event has concluded; (b) toto21 has reasonable grounds to believe the bet has been placed with knowledge of a predetermined outcome; (c) the bet forms part of a pattern of wagering that toto21 determines to be abusive or fraudulent; or (d) a technical error has resulted in incorrect odds being displayed.
Erroneous Odds: Where odds or game parameters are published as a result of a manifest error (palpable error), toto21 reserves the right to void bets placed at those erroneous odds, regardless of whether they have already been settled. Manifest errors include, but are not limited to, obvious pricing mistakes, incorrect game RTP values, or system-generated errors that result in materially incorrect terms.
Results and Settlements: Sporting event results and casino game outcomes are determined and settled in accordance with toto21's published rules for the relevant product. In the event of a dispute regarding a settlement, the decision of toto21 is final subject to the complaints and dispute resolution procedure set out in these Terms.
Live Betting: In-play bets on toto21's sportsbook are placed in real time during live events including PSL matches, ICC tournaments, and other cricket fixtures. toto21 reserves the right to suspend in-play betting markets at any time without notice. Bets placed during a suspension are void.
toto21 may offer bonuses, free bets, free spins, cashback offers, reload promotions, and other promotional incentives to new and existing players from time to time. All toto21 promotions are subject to specific terms and conditions that are published alongside each promotion at the time it is offered. You may not use toto21's brand name, logo, or any derivative thereof in any manner that implies endorsement, affiliation, or sponsorship without toto21's prior written consent.
toto21 collects, processes, and stores personal data in accordance with its Privacy Policy, which is published at toto21.lol/privacy-policy. By registering a toto21 account, you consent to the collection and processing of your personal data as described in the Privacy Policy.

To the fullest extent permitted by applicable law, toto21's aggregate liability to any player in connection with their use of the toto21 platform shall be limited to the total amount deposited by that player in the 12-month period immediately preceding the event giving rise to the claim. toto21 shall not be liable for any indirect, consequential, special, or punitive damages arising from or in connection with your use of the toto21 platform.
toto21 does not warrant that the platform will be uninterrupted, error-free, or free from technical issues. toto21 shall not be liable for any loss of winnings, opportunity, or data arising from platform downtime, technical failures, or connectivity issues beyond toto21's reasonable control, including but not limited to internet service provider failures affecting Pakistani mobile or broadband networks.
Winnings generated on the toto21 platform are subject to the applicable game rules and these Terms. toto21 is not responsible for any tax liability that may arise from gaming winnings in your jurisdiction. You are solely responsible for determining and fulfilling any applicable tax obligations in your country of residence.
Amendments: toto21 reserves the right to amend these Terms at any time. Material changes will be notified to registered players via email or prominent notice on the toto21 platform at least 7 days before they take effect. Your continued use of toto21 after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not accept the revised Terms, you must close your account before the effective date.
Account Closure by Player: You may close your toto21 account at any time by contacting toto21 support via live chat. Upon closure, any remaining PKR balance (subject to completed wagering requirements for any bonus component) will be paid out to your registered payment method within the standard withdrawal processing timelines. toto21 may retain certain data post-closure as required by its licensing authority.
Account Closure by toto21: toto21 reserves the right to suspend or terminate any player account immediately and without prior notice where: (a) a breach of these Terms has occurred; (b) fraudulent or illegal activity is suspected; (c) the player fails to satisfy or maintain eligibility requirements; or (d) toto21's licensing authority or applicable law requires such action.
These Terms and any dispute or claim arising out of or in connection with them or their subject matter shall be governed by and construed in accordance with the laws of the jurisdiction in which toto21's international gaming licence is held. toto21 will make publicly available the governing jurisdiction and licence details on the platform.
Complaints Procedure: If you have a complaint regarding any aspect of toto21's service, you should in the first instance contact toto21's customer support team via live chat or email. toto21 aims to resolve all complaints within 5 business days of receipt. Where a complaint cannot be resolved at the customer support level, it may be escalated to toto21's compliance team, whose decision shall be final and binding, subject to any rights of recourse available through toto21's licensing authority.
Dispute Resolution: In the event of a dispute regarding a specific bet outcome or account decision, you must submit your dispute in writing to toto21 support within 30 days of the event giving rise to the dispute. Disputes submitted outside this period may not be considered.
